Diesel Tax Cuts...Just When Exactly?

So the King and ultimate ruler announced a big important tax cut today. Sometime over the next four years?

I remember this line very well from His Royalness:

“The ability of governments to affect the price of gasoline per se is so small that it's not worth doing,” Mr. Harper said following an announcement on new food labelling regulations.
